    I have never seen one before so I don’t have a clue of how it works.
    Stamped on the side of the barrel is”

    VULCAN” REG. U.S. – MADE IN AMERICAN PAT. OFF
    .
    This pen measures only 3-1/2 inches capped.
    The end tip is made out of metal.
    Could this be a dip pen of some sorts?
    I say rare because I cannot find anything else like it on the internet.
